    Those building do have a 13th floor, a lot of construction companies build a symbolic 13th floor where they have a floor and ceiling with no space in-between so visually it can't be seen without looking at the actual guts of the building.

    I think what you meant was that they don't number a floor as the thirteenth, not that they don't have a thirteenth floor.

    Perhaps the thirteenth floors are in a quantum state of simultaneous existence/nonexistence.

    If so, direct observation of each specific building will be necessary, in order to resolve its specific state at the time.
