They are among us ...but they are not among us. Earth is a big Oasis inhabited by numerous warlike Human Tribes with increasingly sophisticated weapons. The Chiefs of the Human Tribes don't want their spaces invaded, don't want Tribal members abducted for experimental research, do want advanced technology to forge better weapons. So the Moon is a good place for an extraterrestrial base. So are remote areas of the Earth. Even conventional jet fighters (F16s) are increasingly maneuverable and fire missiles that are increasingly hard to evade. So Extraterrestrials visit Oasis Earth to obtain what they can and increasingly stay away from Human Tribes.

The advent of highly agile fighters (e.g., F-16s), advanced air-to-air missiles, and advanced ground-based radar (e.g., Pave Paws) in the 80's spelled an end to the days when Extraterrestrials could roam at low-speed looking for humans to abduct for their science projects and steal nuclear warheads from missile silos for plutonium (much easier than mining and refining on the Moon).
