Have you ever seen a family at a restaurant where the parents are just sitting there watching their kids terrorize the whole pace and just think to yourself. Damn, I wish I could give the parents a good whipping and tell them to mind their kids and make them behave?

No. I've not been to a restaurant with a situation like that, although you see enough of bad parenting / bad child behaviour in the local shopping centers.
